David Kears, a fixture in Alameda County health care for over 40 years, has been appointed to Telecare’s board of directors.  But if “fixture” conjures up an image of simply a steady, predictable presence, then nothing could be further from the truth.

He did not just lead the Alameda County Health Care Services Agency for 23 years, from 1986 to 2009; Kears was a tireless advocate for persons with mental illness.

“David was an innovator, creating programs that became national models," says Anne Bakar, president and CEO of Telecare. "Telecare played a vital role in early efforts with David and Alameda County to deinstitutionalize clients and develop a model of an effective public-private partnership."

Kears earned his undergraduate and master of social work degrees from the University of California, Berkeley. He began his career in Alameda County as a psychiatric social worker, eventually becoming agency director.
