As California’s largest and premier provider of Full Service Partnership Services (FSP), Telecare Corporation was featured at the Steinberg Institute’s Vision 2030 Symposium on February 25, 2025. The event hosted visionary leaders to set the stage for future work of the public policy institute and the field.
Anne Baker, President and Chief Executive Officer of Telecare was invited to participate in the panel Addressing Homelessness and Behavioral Health. Moderated by Kristen Go, Editor in Chief of CalMatters, Anne’s co-panelists were Dr. Veronica Kelley of Orange County Health Care Agency, and Robynne Rose-Haymer of Capitol Impact. Anne has served on the Board of Directors for the Steinberg Institute since 2021.
Key takeaways from the lively afternoon panel:
High FSP efficacy: this evidence-based intervention successfully reduces adverse outcomes for people with serious mental illness. Telecare’s pay-for-performance pilot resulted in a 66% reduction in hospital days and a 93% reduction in in-patient days saving Santa Clara County $2.6 million.
Proposition One Implementation: As California implements the Behavioral Health Services Act (Prop 1), Anne advocated for cost-effective, person-centered approaches to enhance the impact of FSPs including: more tiered services, increased discharge resources for individuals transitioning out of FSPs, more housing for individuals in FSPs, and greater alignment between state and counties to standardize goals and data collection.
