About Horizon View MHRC

At the Horizon View Mental Health Rehabilitation Center (MHRC), we provide comprehensive mental health and psychiatric treatment services in a safe, welcoming inpatient environment for adults with serious mental illness.

We believe recovery starts from within, and that our job is to do whatever it takes to provide the support needed on your recovery journey in a comfortable, structured setting. Our secure 16-bed facility includes a full team of nurses, a psychiatrist, clinicians, peer specialists, and recovery specialists providing support 24 hours a day. 

Your recovery plan starts with you. Upon arrival, a diverse clinical team will provide an individualized assessment and work with you every step of the way to support your goals in life.

Recovery Model

Building on traditional ACT standards, Telecare has created a recovery-centered experience for people served. Telecare’s approach is
based on a belief that recovery can happen. Programs and staff strive to create an environment where a person can choose to recover.
By connecting to each individual’s core self and trusting it to guide the way, it is possible to awaken the desire to embark on the
recovery journey.

Services and Supports

A variety of therapies and activities adapted to your needs and preferences are offered as a part of your treatment plan. Services at Horizon View MHRC include, but are not limited to:

  • Group and individual therapy
  • Symptom management
  • Coping skills
  • Motivational Interviewing
  • Co-occurring substance use treatment
  • Medication administration
  • Healthcare integration
  • Physical health maintenance
  • Social and recreational activities
  • Life skills and other educational groups

Referral Process

Referrals are coordinated through Ventura County Behavioral Health.

Admission Criteria

  • Resident of Ventura County aged 18 years and older
  • Medi-Cal eligible and on Lanterman-Petris-Short (LPS) Act conservatorship
  • Referred by Ventura County Behavioral Health

Exclusion Criteria

Medical needs beyond those that can normally be treated through outpatient care

What Makes Us Different

For a long time, residents of Ventura County requiring longer-term recovery services in a secure setting have had to be placed outside of the county, far from their loved ones and the environment they know.

Horizon View MHRC was created to bring people home, closer to their friends and families. The environment is homelike, where residents partner with staff in rediscovering their hopes and dreams, and take the steps toward increased independence and self-sufficiency.

Through a variety of therapies, groups, social and recreational activities, and conversations with staff trained in the Recovery Centered Clinical System (RCCS) approach, residents develop hope and belief in themselves, and the skills to better manage their symptoms and develop lives with meaning and connections.
