Telecare Welcomes New SVP and Chief Medical Officer, Dr. Gary Tsai

Telecare is delighted to announce the appointment of Dr. Gary Tsai as Telecare’s new Senior Vice President and Chief Medical Officer, effective July 6, 2026.

Gary is a board-certified psychiatrist and addiction medicine physician who has spent his career doing exactly the work we care about most: improving access, quality, and outcomes for people living with serious mental illness and substance use disorders — and his commitment to this work is both personal and professional. Balancing a diverse clinical background with decades of lived experience navigating a loved one through the health and behavioral health system, he is driven by a passion for improving healthcare service delivery.

Gary comes to us after 12 years with the Los Angeles County Department of Public Health as Director of the Substance Abuse Prevention and Control, where he led the local implementation of several first-in-the-nation federal waivers and system-wide transformation through data-informed care models, value-based approaches, and the thoughtful integration of technology into clinical practice. He currently serves on California’s Behavioral Health Services Oversight and Accountability Commission and other state-level advisory bodies, bringing a policy and systems lens that is widely regarded and will strengthen our work at every level. He has also produced a documentary focused on psychosis and written a book to support individuals impacted by severe mental illness in navigating the behavioral health system.

Gary’s role as Chief Medical Officer will provide continuity with Telecare’s major clinical investments, including RCCS, enhanced programming, and integrated substance use treatment, and ensure strong outcomes. He will also provide enterprise leadership to Telecare’s risk management, clinical quality, and performance improvement activities, as well as our regional nursing and physician services.

Gary lives in the Los Angeles area with his wife and two young children.
