About Kaiser Downey

At Kaiser Telecare Downey Intensive Recovery Treatment Program (IRTP), we believe in a whatever-it-takes approach to empower your recovery from within. To achieve this, our team provides intensive case management services to you as a Kaiser Permanente member to help navigate the mental health system and help you take positive steps toward the things that matter in your life.

Our team works with you to get connected to community services and supports in a timely manner. Most services are provided in the community, where you live, work,  and socialize.

Together we will identify what you want to achieve, where to start, and what path to take. Goal setting starts with a dream. Our role is to help you recognize your strengths, what has given you difficulty in the past, and assist you in breaking your goal down into achievable steps. Our staff uses recovery dialogues to encourage you to think about what you want from in life and develop individualized recovery plans to guide your work in the program.  

Recovery Model

This program follows Telecare’s Recovery-Centered Clinical System (RCCS), an innovative recovery framework that incorporates the latest research and evidence-based practices. RCCS emphasizes doing no harm and supporting and enlivening recovery. The recovery model incorporates such approaches as motivational interviewing, cognitive behavioral therapy, dialectical behavioral therapy (DBT), harm reduction, and other consumer-centered therapeutic interventions.

  • Symptom management and coping skills

Referral Process

Referrals are made through Kaiser Permanente.

Office Hours

Monday-Friday: 8:00 a.m. to  4:30 p.m. Crisis services are offered 24 hours a day, 7 days a week through the Kaiser Crisis line

Who is Served 

  • Adults, ages 18+ who are at risk for hospitalization or institutionalization, are homeless or at risk of homelessness, face criminal justice involvement or have not been successful with mental health programs.
  • Members of Kaiser Permanente.

Our Story

In 2013, Kaiser contracted with Telecare in its Downey Medical Center to provide comprehensive wrap-around services for 20 members with complex needs, and post-hospital care transition services for 134 members.
