David J. Kears

Telecare Board of Directors Member


Prior to joining Telecare's board, David led Alameda County's Health Care Services Agency for 23 years, guiding the $450 million organization through turbulent economic times, while simultaneously improving the availability and quality of services. He was instrumental in developing innovative approaches for people with serious mental illnesses - including bringing people out of state institutions and back to community-based programs that were focused on recovery.  

A life-long resident of Oakland, Calif., Kears earned his undergraduate and master of social work degrees from the University of California, Berkeley. Kears' career in Alameda County began as a psychiatric social worker and he held several department head positions in the Health Care Services Agency before becoming agency director and, at the time, acting director of Highland General Hospital. Since his retirement, Dave has served on the board of directors for the Blue Shield of California Foundation and on the Loan Advisory Board for the California Office of Statewide Health Planning and Development. He is currently board chairman of St. Rose Hospital, Hayward.
